[Prep] Parental Consent

Hi Andrea! I am the PREP Research Analyst for Oregon and I will share what we have done regarding parental consent forms for youth under 18 years. We give out the same consent form to each participants that was developed with our internal agency Project Review Team (pre-Institutional Review Board [IRB]) and our sub-awardees (attached in English and Spanish). However, we do have differing guidelines and best practices based on cohort demographics.
· Students in schools, community centers, after-school programs: We give out consent forms to each student and our sub-awardees often provide incentives upon the form's return. Our Project Review Team suggested that consent forms be collected before participant participation in the Exit Survey.
· Adjudicated youth, youth in group homes or substance abuse facilities: We worked with Oregon Youth Authority and our Project Review Team to explore best practices in obtaining consent forms from adjudicated youth who may not have access to their parents during program facilitation. These two main suggestions emerged:
o If possible, allow youth's parents to sign consent form upon their youth's arrival at facility OR
o If that is not possible, an employee of the facility is allowed to provide consent for each youth under 18 years. (NOTE: This the most "popular" method of getting consent forms.)
As of yet, we have not knowingly served a group of homeless youth, so I cannot speak to what we have done specifically. Homeless youth is often considered a vulnerable population and my professional opinion is to seek out a local IRB (often found at local universities or research institutions) to discuss consent options if you have not already.

Hello everyone!
I am looking into the topic of parental consent and having parents sign permission forms for PREP classes. In particular, parental consent has been indicated as a barrier for some of our programs. Does anyone have federal recommendations regarding consent? What does your state do for parental consent? Do you have exemptions for high risk youth (homeless/street/transient)?
